Board Roles and Responsibilities

The board of directors is the executive committee and all committee chairs as designated by the board. Executive committee members are the president, vice president, secretary, and treasurer, and are elected by a simple majority at a general membership meeting in the spring. Committee chairs are appointed by the president and approved by the executive committee at a board meeting.

It is the responsibility of each member on the PTSA board to support and maintain a diverse and inclusive PTSA, to build community through family engagement, and to recruit and keep volunteers.

The Franklin PTSA board of directors shall: 

  1. Manage the local PTSA or council finances in a fiscally prudent manner. 
  2. Approve the financial review which shall be conducted at the end of each fiscal year. 
  3. Transact necessary business between meetings of the membership and other business referred to it by the membership. 
  4. Present recommendations to the membership for action. 
  5. Perform other duties as specified in the Franklin PTSA standing rules. 
  6. Attend Board Retreat prior to the start of the school year. Attend monthly board meetings. Attend quarterly PTSA community meetings. 
  7. Participate in leadership development and assist in annual leadership transitions.

Any position may be co-chaired. Positions are filled for a term of one year and commence on July 1. Individuals may be reappointed to a maximum of one additional term.

EXECUTIVE Board

RESPONSIBILITIES: Plan and attend Board Retreat prior to the start of the school year. Attend monthly board meetings. Complete 1 WSPTA training or webinar. Attend quarterly school PTSA community meetings. 

*ALL EXECUTIVE BOARD POSITIONS ARE ELECTED, can be CO-POSITIONS 

(CO)-PRESIDENT 

RESPONSIBILITIES: 

  1. Preside at all board and community meetings. 
  2. Serve as spokesperson for the PTSA.
  3. With approval of the executive committee, make one-year appointments to positions and committees as specified in the standing rules. 
  4. Be an ex-officio member of all committees except the nominating committee. 
  5. Disseminate and communicate all information received pertinent to PTSA purposes and programs. 
  6. The local PTSA president shall assure local PTSA representation at Seattle Council PTSA meetings. 

(CO)-VICE PRESIDENT 

RESPONSIBILITIES: 

  1. Preside at meetings in the absence of the president. 
  2. Act as assistant to the president. 

(CO)-SECRETARY 

RESPONSIBILITIES: 

  1. Prepare accurate minutes of all meetings. 
  2. Be responsible for correspondence as requested by the president, including thank you notes.
  3.  Maintain a roster of the members of all standing and special committees. 
  4. Maintain a roster of Franklin PTSA members

(CO)-TREASURER 

RESPONSIBILITIES: 

  1. Serve as chair of the budget committee and present the budget to the membership. 
  2. Maintain accurate financial records 
  3. Receive, issue receipts for, and deposit promptly in an authorized PTSA account all funds, and disburse funds according to the approved yearly budget. 
  4. Present a written financial report every month and at other times as requested by the president. 
  5. Provide all financial records if requested by the president or any member of the board of directors. 
  6. Close the books at the end of the fiscal year and submit the books and records for financial review to the financial review committee no later than thirty days thereafter. 
  7. Submit any dues collected to WSPTA by deadlines prescribed by WSPTA policy.

Fundraising Chair Lead fundraising committee to plan, implement Annual Fund and any other fundraisers. Share and celebrate fundraising success with the community. Assist in budget planning. Average 5 hours a month (including meetings)- heavier time during fall annual fund
Communications chair Ensure all communication from the PTSA is effective and in working order and provide monthly status reports to the

board. work with the Newsletter, Website/Social media editors for effective communications. Create flyers and images for events and announcements for use across all communications channels. Keep a current calendar of events, contact information for PTSA officers and chairs

Newsletter editor maintain contact list, collect, edit, send out monthly PTSA Newsletter 6 hours/month
Social Media editor Use Facebook and Instagram to share newsletter and other important school information 4 hours/month

Family and Community Engagement Chair Welcome families through various events and activities

Foster an inclusive community. Facilitate connections between families and teachers. Form a group of volunteers to engage in one-on-one conversations with families. Support the planning and implementation of community celebrations and other community events.

RECOMMENDED: Be available some times during school hours to increase access to PTSA 

5-8 hours/month
Membership Chair Creates and implements a membership plan, promotes membership throughout the year, encourages and supports membership growth.

Maintains up-to-date member records

3-5 hours a month (more in September, October and June, less the rest of the year)
Advocacy/Legislative Chair Follows current legislative activities (state, local, and school district level) and provides our school community with information and issues that affect students. Can attend the State PTSA Annual Legislative Assembly. Makes the PTSA and community aware of all available advocacy

Opportunities. Plans and supports advocacy efforts.

4-6 hours/month, more in October and February
Teacher and Staff Appreciation Chair help to provide appreciation event/ treats for FHS Staff throughout the year by forming a committee a to contribute food and help with set

up and clean up for each staff appreciation event. The chair will work to create sign-ups for donations and advertise this

information and planned dates to the staff and the board.

2 hours/month plus two annual events, up to 10 hours each event
Class Representatives

(9th, 10th, 11th, 12th)

Bring class-specific needs and advocacy issues to the board, facilitate communication between PTSA and parents and caregivers. Plan and host parent & caregiver get-togethers to grow community and belonging.

12th Grade Reps: Design and order Graduation Yard signs, Organize and support senior class activities such as Senior Breakfast, Grad parties, senior fundraisers, etc.

Diversity, Equity, and Inclusion Chair Guide and Support Franklin PTSA to be an anti-racist organization, Create a safe space for students and families in FHS to discuss experiences and resources, Provide and promote activities and enrichment experiences that elevate students and school families in our community, focusing on the information and skills necessary to improve equity, Facilitate direct access to school administration, allowing better communication between families and school administration, Advocate for and amplify diverse voices in the school community 5 hours/month
Staff Liaison Bring staff-specific needs and advocacy issues to the board, facilitate communication between PTSA and school staff 2 hours/month
Student Liaison Bring student-specific needs and advocacy issues to the board, facilitate communication between PTSA and school students and ASB 2 hours/month
Volunteer Coordinator Works to coordinate and create sign-ups for all volunteer needs for PTSA, ASB, and school events as needed. Maintains up-to-date database of volunteers 4 hours/month, some availability during the day
Special Education Chair Provide information and advocacy for special education students and their families 5 hours/month
Community Events Chair Work with Fundraising, Family Engagement, Staff Appreciation, volunteer coordinator, Communications, and Class Reps to plan and support events at Franklin, including physical set-up and clean up and management of materials (tablecloths, plates and utensil, serving containers, drinks, signage, handouts, decorations…) 2-6 hours/month, some availability during the day
Multilingual Program Advocate Brings the needs and advocacy issues of Multilingual students to the board. Liaises with the Franklin Safety Watch team and Franklin admin for immigrant student safety advocacy. 5 hours/month
